January 2008 saw key legislative proposals on renewable energy announced, all sharply focused on tackling climate change and setting ambitious targets to progressively reduce our carbon emissions by 20%, by 2020.
Scotland is already committed to creating a low carbon economy. Having met its 2010 target of 18% of electricity coming from renewable sources, it set high standards for the rest of the UK to follow and aims to achieve 40% energy from renewable sources by 2020; 80% by 2050.**
Crucial to achieving such high standards is radically changing the way we generate and use heat. With almost 50% of Scotland’s carbon dioxide emissions being produced by energy used to run our buildings, development projects being planned now must fully embrace these renewable energy directives.
Scottish building standards are recognised as being amongst the best in the world. With heightening standards in design, safety and durability a step change in building practice is required to produce low carbon and ultimately, total life zero carbon buildings.
Such changes to energy standards for new build projects are already taking place and soon it will be compulsory for all builders to incorporate renewable energy solutions into building specifications. As a first step, the Scottish Building Standards Agency aims to see a 45% reduction in CO2 emissions from all domestic buildings by 2010.
Renewable energy systems will become an integral part of the building standards system and will be enforced with the same rigour as existing standards on safety and health.
